Rear seatbelts are now mandatory in the UK since August 1996 D reg.
Current legislation now states that all car occupants have to be belted in, this includes the rear passengers.
Normally cars are only fitted with two three point seat belts and one middle lap belt.
Some of the better models have three seat belts which are three point fastened.

The early rear belts were manually adjustable but later makes are fitted with standard inertia style belts which auto adjust for passenger comfort.
